Health Minister: Priority work directions to keep up

Tatiana Golikova: The directions of higher priority in healthcare will be maintained over the next three years, relevant expenses will grow

 The segment of expenses in the federal budget on health and social policy will increase by 24.1% in 2009, 27.3% in 2010, 28.3 in 2011. These were the dimensions of the draft three-year budget for 2009-11 Minister of Health and Social Development Tatiana Golikova reported while delivering her speech to the seminar meeting of the United Russia party dedicated to consideration of this draft law.

In this connection, Golikova noted, healthcare expenditures alone will see a rise of 25% in 2009 as compared to the previous year. She made it more precise that the figure has to do with ‘only the section, which is managed by our ministry.’ Meanwhile, a huge share of expenditures on healthcare is at hands of other departments, so the overall increase will reflect much higher figures.

Tatiana Golikova also informed that the directions of higher priority in healthcare will be maintained in full. In particular, she noted, it is planned to keep on the national programme of health and demographic policy, as well as the development of Primary Healthcare and prophylactic medical examination among population.

MEDICINES PROVIDED REGARDLESS OF DISABILITY STATUS AND RIGHTS FOR BENEFIT

Federal Service for Health Control: Medicines in the Programme “Seven Nosologies” are provided regardless of patients’ having disabilities and keeping rights for benefits

Some time ago, we told our readers of the paradox with regard to providing Russian PwMS with drugs which modulate the course of their disease. On the one hand, the medical profession claims PwMS start modulating treatment as soon as possible, i.e. shortly after their diagnosis, but on the other hand, Russian PwMS were able to start the therapy no sooner than their first disabilities came up and were confirmed. Thus, the preventive power of the drugs, which is especially valuable in MS, was formally cut off.

However, this has been eliminated. This year, PwMS and those suffering from the other six nosologies, identified as severe and rare and highly expensive for management, can receive an adequate treatment right away after they are diagnosed without awaiting their disabilities development.

To get rid of any ambiguity in this vital issue, Elena Telnova, Deputy Head of the Federal Service for Health Control in the RF (ROSZDRAVNADZOR) explained the procedure of provision of pharmaceuticals in the Programme of providing patients with rare chronic diseases (“Seven Nosologies”) with high-priced medicines. The explication was given in reply to the request of the All-Russian Society of people with hemophilia.

In particular, the letter reads: “According to Article 56.2 of the Federal Law #238-FZ of December 19, 2006, purchases of pharmaceuticals to treat hemophilia, mucoviscidosis, pituitary nanism, Gaucher's disease, myeloleukemia, multiple sclerosis, as well as conditions after organ/tissue transplantations are carried out in accordance with the data in the Federal registers for patients with the above-mentioned nosologies.

Centrally purchased pharmaceuticals shall be provided to patients regardless of whether they have their disabilities formally confirmed, as well as to patients who have refused the state social assistance in the form of social services for 2008… Therefore, centrally purchased pharmaceuticals may be released to patients included in the Federal registers on the mentioned nosologies regardless of whether they keep their right to get the state social assistance in 2008.” (Translator’s note: before, all medicines, those for MS included, were released to patients for free only on the condition of their keeping this right to get the state social assistance, which reduced their disability benefits)

SCHOOLS TO BE EQUIPPED FOR DISABLED CHILDREN

MOSCOW (MN, RIA Novosti) - Moscow authorities intend to adapt children's education facilities to the needs of disabled students within the next four years, Olga Larionova, the head of Moscow Education department has announced.

"We plan to provide all the necessary equipment for children at specialist educational establishments within four years if state finances permit," she said. Larionova said also that 177 establishments of general education would be equipped for the purpose this year. The equipment includes special entrances, exits and elevators for paraplegic children, as well as special toilets.

According to sources, at least three additional education establishments in every district are to receive the appropriate equipment. The estimated budget is 50 million rubles.

SOCIAL GROUP MEETING AT SAMARA MS SOCIETY

(REGIONAL NEWS) The social group of the MS society in Samara held a meeting on 31 January 2008, where the issues the organization faces with regards to implementing the project ‘Enhancing Rehabilitation Services Accessibility for Disabled People’ were comprehensively considered. The project goal is to establish an institution of social assistant, who would work to provide quality social and psychological support and rehabilitation for people with disabilities, as well as to improve health of, and to ensure access to medical and social rehabilitation for, disabled people with multiple sclerosis.

The project is oriented at a particular target group of disabled persons, who are wheelchair-users (foremost, including persons with MS and other neurological disorders), and patients’ families.

While carrying out the project, new facilities will be developed to ensure access to medical and social rehabilitation services for disabled people with MS. The activities of social assistants are already at work and they meet consultative support to help them provide social and psychological support and rehabilitation to disabled people.

ADMINISTRATION CONSULTATION MEETING: PROGRAMME DEVELOPMENT

(REGIONAL NEWS) On 23 January 2008, the Samara branch of the All-Russian Society of People with Disabilities (VOI) welcomed representatives of the Samara MS society, the chairmen of VOI district branches and other officials concerned, who came to meet with the heads of the administration of the Samara Urban District. The administration was represented by A.Dorofeev, deputy head of the social protection department, and N.Valentinova, chief manager on the relationships with NGOs.

Among the issues considered, there was one of adopting a programme for 2009-12.

The department for social support and protection at the administration of the Samara Urban District has been developing a project of the municipal target programme for 2009-12, earmarked to fight poverty and improve the quality of life of Samara residents. The programme aims mainly at pursuing an active and effective social policy, which should ensure a decrease in the poverty degree among populations of the Samara Urban District.

The participating organizations were expected to have prepared specific issues to enter into the programme.
